P0154 O2 Sensor Circuit No Activity Detected (Bank 2 Sensor 1)

anybody know what can cause this code.

I have replaced o2 sensor twice. Tested open loop and closed loop -passed. Tested heater resistance -pass. Disconnected battery and pulled connectors from pcm and reattached. -- code came back after 60 miles sitting in line waiting for inspection.

1. Are you sure you replaced the correct sensor?
2. It may be the bank 2 sensor 2 is misguiding the computer into a faults sensor 1 fail. You could always swap from bank 1 to bank 2 for isolation or just replace (based on how much time vs. money vs. miles).
