I took off my cats and honestly it wasnt loud in my opinion, theres noise laws where im at and they got me for my stereo but never said one word bout my exhaust which is pretty loud. I got 2inch to my rear tires then 2.5inch into a 3inch muffler with a 4inch tip, so it gets pretty loud and they never once complained.

it will be louder with a test pipe than empty cat. A friend of mine emptied his cat with a gas torch. For few days i ran sraight dual with no cat or anything and it was almost as loud as cars from nascar, after i put empty cat in, it got quiet.

You will get the most hp gains from a new downpipe and by gutting the cat.  The cat-back isn't that much of a restriction, especially at near stock power levels.

sounds good to me, (i would've still scraped the muffler and did a 3" tip tho, but that's because i can't afford to buy a muffler lol)

Downpipe or headers.  For the money, just a downpipe is better than headers.  I think 3sx is the only company offering headers right now, and they are quite a bit more expensive than a downpipe and the hp increase is marginal.  Is your muffler wore out?  If it's not broke, why fix it?  Since you are concerned with how loud your exhaust will be, I'd leave the stocker on there till you have at lease swapped the downpipe, gutted the cat.  Those two items alone will make your car louder.

so is this, with a test pipe, what I should get?

http://www.3sx.com/store/comersus_viewItemBundle.asp?idProduct=1063

Or would long headers be better? Also, where are the O2 sensors located on a 93 ES? There shouldn't be one on the cat because it's older than a 96 correct?

downpipe is almost $300 cheaper,. The headers would get you a little more power but are more expensive.
the long headers would get you engine bay to look cleaner too so it's your choice
i'm not sure where the o2 sensor is but i don't think it's in the cat.
