I've got the same "non-working headlights" problem. Switching the high beams on and then off worked for a while but then the low beams wouldn't cooperate any more. I replaced the headlight switch in the dash and the problem didn't go away. The multi-function switch that some of you have replaced - is this the switch assembly that has the turn signal and high/low beam switch on the steering column that you're talking about? Should I try replacing this next??

I see no one mentioned about a relay that may be at fault? I am sure the switch itself cannot be the primary power switching for the headlights as those headlights draw alot of amperage. Check for a power relay control under the hood or possibly near the fuseblock. If you changed the switch and got no results, I would bet my money on a possible bad power switching relay. Once you found it, maybe a good tapping on the relay may get it unstuck?

Im am also in canada and i have a 98 i first noticed my low beams didnt work jus the day time and the hi beams when i pulled the harness plug out of the swith the main red supply wire was melted i since bought a new harness and switch bothe damaged form the melt have yet to change it yet but the daytime runners have a flicker they almost seem to have a bad ground if u tap the truck the flicker lol it fustrating i am hoping when i change the switch it may fix that but i dont think it will any suggestions
