There could possibly be a ton of things wrong with your 96' neon, but i would take it to a mechanic.... And about the MPG, You should get 40+ on highways and around 30+ on regular roads... 17 is pretty low

What mods do you have?
My '99 Neon R/T has: Mopar Performance CAI w/K&N cone race filter, Mopar Performance computer, Mopar Performance chrome header, Mopar Performance cat-back exhaust, MSD Blaster ignition coil, MSD Super Conductor wires, Mopar Performance motor mounts w/Rex inserts, Mopar Performance bobble strut and front strut tower brace. Many more to come. As far as the question about the gas mileage, something is definately wrong. Mine gets 32-35 on the freeway. The mileage on your Neon isn't bad, but your fuel mileage is.

yeah that mpg average is not even close to what it should be ...you should be low to mid 20's in the city and low 30's on the highway

Thanks guys so much!

I second the tune up comment. 4 bangers react to a new set of plugs, wires, and coil better than any 6 or 8 cylanders!!

also, check the cat. with that many miles on the car it could be clogged...or close to it.

one other thing you can do is pull your throtle body and clean it....you may be able to pic up some milage that way depending on how much build up you have in there.

If it's the cat just replace it with a Catco high flow converter, it'll also free up some power and fuel mileage.
