There could possibly be a ton of things wrong with your 96' neon, but i would take it to a mechanic.... And about the MPG, You should get 40+ on highways and around 30+ on regular roads... 17 is pretty low
well i have a 99 neon r/t with some mods done to it and im still getting about that or more in the city and on the highway im getting about 25-30, first think i would try is changeing the air filter and doing a tune up and see it that works, hope fully that will help, btw how may miles are on the vehicle?
The car has about 96K on it..i know thats not good.. it also has a cold air intake on it and a after market muffler tip. it had been wrecked but when checked out my mechanic said there didn't seem to be anything wrong with the car. i am going to have some one else take a look i am in Arizona do you guys have any suggestions on who to go and see?

What mods do you have?
My '99 Neon R/T has: Mopar Performance CAI w/K&N cone race filter, Mopar Performance computer, Mopar Performance chrome header, Mopar Performance cat-back exhaust, MSD Blaster ignition coil, MSD Super Conductor wires, Mopar Performance motor mounts w/Rex inserts, Mopar Performance bobble strut and front strut tower brace. Many more to come. As far as the question about the gas mileage, something is definately wrong. Mine gets 32-35 on the freeway. The mileage on your Neon isn't bad, but your fuel mileage is.
I think all the mods the car has is a cold air intake but i don't know what brand i bought the car with it already on there. do you guys have any sugestions on who i could take the car to that would give a good price to do a diagnostics on it?? I am located in Phoenix Arizona.
I second the tune up comment. 4 bangers react to a new set of plugs, wires, and coil better than any 6 or 8 cylanders!!
also, check the cat. with that many miles on the car it could be clogged...or close to it.
one other thing you can do is pull your throtle body and clean it....you may be able to pic up some milage that way depending on how much build up you have in there.

If it's the cat just replace it with a Catco high flow converter, it'll also free up some power and fuel mileage.
