Try this on for size. I have a 92 Lebaron, same engine. Pick up a 52mm TB from a 91-93 Dodge Dynasty 3.3 engines. They bolt right on, you just need a vacuum cap for one of the ports as the Dynasty has an extra one. Get a K&N RU-3030 filter. Ditch the stock airbox and ducting and clamp the filter onto the end of the TB. If you want to get really creative pull off your intake manifold. Crack it open and polish the inside. Remove the center divider as well. You can also get a 58mm TB off a 98+ minivan. It will also bolt to the intake but the intake mouth will need to be enlarged first. High flow cat, 2.5" exhaust and a good muffler also help. Get a better coil. MSD makes one that bolts to the stock bracket. I used a Blaster SS and an MSD 6AL ignition on my car with Taylor wires. To firm up the handling get a front strut tower bar for a 95-99 Neon. Drill 2 extra holes in each mount and you can use it on your car. I did it to mine and it did tighten up the front end. Here are some pictures of mine. I haven't updated yet with the MSD install and tower bar though.
