I have a 96 Dodge Stratus and when it is wet/cold outside my car sometimes will not start but it does turn over. The car will be running just fine the day prior or even moments before shutting it off then out of the blue it just wont start and it only does it if it is wet outside. What would cause the problem.

I had the exact same problem with a 94 eagle vision. It ended up i had a small bare spot in the wire connecting to my starter. It would start fine when it was dry but if it got wet it would ground out and make the car not start. once it dried out it would start fine again. So i would check wires for a bare spot that could be making it ground out.
I know its been a while, a long while on getting back with you but I was gone for some time but I do aprriciate it Midnight Wolf and I will look in on it..
Try plugs and wires, sounds like the wires may be arcing.
