Default Timing Chain Repl.

Ok...Here is the skinny... 1997 Dodge Ram 2500, 3.9L, I had to replace a leaking water pump, after the "first" time I heard a loud "pop" when restarting the engine... after much consternation, I discovered a broken timing chain. Top gear in 3 pieces, chain broken and in three pieces, bottom gear well worn. So, I have gotten to this point... How do I detemine TDC for cyl. #1 without the cam shaft turning too? I mean putting a straw in the #1 cyl and turning the crank is one method but how do I know if it is exhuast or compression stroke... or does it matter so long as I get the cam right. Speaking of which... I can just turn it so the distributor rotor is pointing to #1... right?? AND... why should I spend $150 on a timing set insteaad of $70 or $40 for that matter... do they all not do the same thing?

All you need to do is line up the timing marks on the gears like shown in this picture.
