Default Lug Nut Torque?

I just ordered some new lug nuts from ebay that are NOT capped. I am tired of the caps coming off and then going to replace them at AutoZone only to have the caps fall off again.

Anyway, I would like to install the lug nuts myself. Is there a certain torque wrench I should buy or just use my regular lug wrench? If I use my regular lug wrench, how far should I turn it after hand tightening each one?

Thanks!
