Default Fuel Pres. issue - has anyone heard of this?

We installed a new fuel pump on our 1995 Stratus ES. 2.5L V6.

According to the owners manual, you have to go through what looks like an elaborate process to reset the system. Some of this does not makes sense. One procedure has you identifying a green wire with a yellow stripe, connecting a wire to it and another wire to a different source then touching each injector with the leads you just created, followed by connecting some special tool for 7 minutes....

im a little lost here, anyone familiar with this? In any vehicle i have ever dealt with, the fuel pump itself is the source of the pressure. Why would you need to do this in order to have the correct fuel pressure??
