That's the ASD (Auto Shut Down) Relay. There should be power to the red wire at all times. You may have a burnt-up fusible link. If you're lucky, it may be because of old age, but it's probably because something downstream of the ASD is shorted to ground. Nearly everything on the engine is powered up by the ASD, so it may be tough to find the problem. Look for bare wires that could be shorting to the body or engine. Here is a (probably incomplete) list of things that are powered by the ASD; Coil, Fuel Pump, Fuel Injectors, Oxygen Sensor. There may be others. Replace the fusible link with one of the same color (from your neighborhood Dodge dealer, if he has one). My Haynes manual shows a 20 gauge orange fusible link upstream of the ASD, but there is also a 22 gauge white wire that may be a fusible link. The manual does not list any white fusible links, but that may just be an oversight. I would check the coil, first. Sometimes they short to the case, internally. Next on the list would be the fuel pump. Is it 20 years old, too? It's a lot harder to check than the coil. Good luck.
