Default tilt the wheel then lights turn off

i had my truck in shop class to replace the remaining turn signal bulbs and the flasher(lil green 1" cube)went out and thats like 89 bucks around here for the cheapest and i go tto fiddleing with it a bit and reinstalled it

later that night i went to go cruz aroudn and i turned my lights on and i tilt the steering wheel down and the low beems turn off but my fog adn turn signal lights stay on... my high beams work witht wheel down and i can drive in town with my brights on (silverstar ultras) so i had to cruz around for 3-4 hours with the wheel all the way up and i felt like a trucker honk honk

i really dont wnat to spend a large amount on something very stupid
and i was wondering if the flasher was the problem too???
my friend (chevy_ridin_high) who works at a dealship said it might be a pinched wire or something of the sort
any info about what could be wrong will be very helpful
