Default Power Steering trouble

I could use some help on a power steering problem. 2000 Stratus 2.5 L V6 - according to manufacture date / VIN this car does have the variable speed power steering pump.

At idle the car has no ps. If you gas it, PS works.

Idle doesn't change when you muscle the steering wheel, but if you're no creating enough pressure to activate the switch I wouldn't expect that it would raise the idle if the switch were good - so I'm not sure what to go after.

Is it the pump or the pressure switch? Can someone tell me how to test the pressure switch with a basic volt meter / continuity tester or test light?
