I am repairing a 99 Intrepid ES. I replaced the blown bags and module and I still have an airbag light on. Is the dealer the only way to get it reset? I thought that after replacing everything, it should reset. Could I have a bad module? My scan tool will not diagnose airbag codes. What are my options?

This is what the service manual recomends (see below). No where did I see a "reset procedure." The light should go out if no fault is present. If the light is on, short of taking the whole thing apart to try and figure it out with a multimeter, the DRB III tool is the way to go (dealer work). If I had to guess, I'd say the clock spring is probably bent or dammaged. I think the reason the manual has multi parts replaced, is to ensure the system is "golden" in the future, otherwise, it may as well not be there. I mean, what good is it on cutting corners on a system like this, if it's not going to work when you need it. SERVICE OF DEPLOYED AIRBAG DRIVER AIRBAG After a Driver Airbag has been deployed due to a collision, the following must be replaced: Driver Airbag Clock Spring Assembly Steering Wheel Complete Steering Column Assembly with Lower Steering Column Coupler In addition if the passenger side was deployed: WARNING: DO NOT REUSE THE INSTRUMENT PANEL WIRING HARNESS. A NEW WIRING HARNESS MUST BE USED. The components above must be replaced because they cannot be reused. Other restraint system components should be replaced if damaged.
